Legislative and Regulatory Updates
NECA employs a Legislative Monitoring Intern to provide timely information on regulations and potential legislation that may affect the car wash/vehicle wash industry so businesses and the Association can respond effectively. During the month of August, NECA’s Intern reported the following activity that may be of interest to the car wash industry.

MAINE
No New Legislative Action

MASSACHUSETTS
HB 4945, An Act Relative to Sewer and Water Service in the Town of Hingham. This Bill would allow the town of Hingham to connect parts of the town to the sewer system of Weymouth or the Massachusetts Water Resources Authority. http://www.mass.gov/legis/bills/house/186/ht04pdf/ht04945.pdf

Update on Previous MA Legislation
HB 4863, An Act Relative to Business and Job Growth remains in committee. The Bill would provide major appropriations to state infrastructure projects and make changes to the office of Business Development (MOBD). http://www.mass.gov/legis/bills/house/186/ht04pdf/ht04863.pdf

HB 4827, An Act to Protect Groundwater Levels has been reported favorably on by the Joint Committee on Environment, Natural Resources and Agriculture and refereed to the House Ways and Means Committee. http://www.mass.gov/legis/bills/house/186/ht04pdf/ht04827.pdf

HB 4858, An Act Further amending Chapter 407 of the acts of 1983 establishing the Mattapoisett River Valley Water Supply protection advisory committee has passed the house and is now in the Senate Committee on Ethics and Rules. The Bill would authorize the committee to charge a fee to towns that withdraw water from the Mattapoisett river aquifer. NEW HAMPSHIRE

SSHB2: An Act Relating to Limited Liability Corporations has died in committee. The Bill would have made distributions form LLCs subject to the interest and dividends tax only if they had transferable shares.

RHODE ISLAND
No New Legislative Action
Environmental Management, Department of Water Resources: Stormwater Design and Installation Standards Manual. This proposed regulation is for the adoption of a new DEM manual governing storm water management practices. The public comments period ends September 17 and full text can be found at http://sos.ri.gov/documents/archives/regdocs/holding/DEM/stormmnl.pdf

Update on previous RI legislation
HB 8196, titled An Act Relating To Taxation and the Personal Income Tax was signed by the Governor. The Bill eliminated the alternative flat tax and revised several tax credits and deductions within the state. HB 8243, titled An Act Relating to Taxation- Sales and Use Taxes Liability and Computation remains in the House Finance Committee. This Bill lowers the state sales tax rate to 3% by 2014 and reduces the number of items exempt from the sales tax. http://www.rilin.state.ri.us/BillText10/HouseText10/H8243.pdf
